Dream of the Desert, Saudi Arabia’s first luxury desert train, has opened its permanent headquarters in Riyadh and appointed Raffaele Breschi as General Manager. This development marks the transition of the rail project into its delivery phase. Consequently, the project remains on track for its scheduled debut at the end of 2026.
Strategic Hub in Riyadh
The establishment of the international headquarters outside Italy positions the project within the local tourism sector. Specifically, the Riyadh office serves as the operational and strategic hub for the train. Meanwhile, the parent company, Arsenale, plans to manage its long-term investments in the Kingdom from this location.
National Partnerships and Route Details
Operating from the capital allows the project to collaborate with several Saudi Arabian national entities. These organizations include the Ministry of Culture, Saudi Arabia Railways, the Transport General Authority, the Saudi Tourism Authority, and the Tourism Development Fund. In addition, these partnerships support operational readiness and cultural authenticity along the route.
The train will travel across more than 1,300 kilometers of the existing railway network in Saudi Arabia. During the journey, passengers will experience local heritage, craftsmanship, and hospitality. Furthermore, the project aims to stimulate local supply chains and create direct employment opportunities through Saudization, supporting the local economy.
Leadership of Dream of the Desert
Raffaele Breschi will lead the next phase of the project as General Manager. He joined Arsenale Group in 2023 after working on regional growth in the Middle East. Previously, he served as a Partner at McKinsey & Company, where he advised on large-scale tourism strategies. In addition to his general manager role, Breschi will serve as Chief Executive Officer of Arsenale International.

Future Outlook and Global Expansion
The parent company, Arsenale, has expanded its international portfolio since 2023 with four signed rail projects. Besides the Saudi Arabian venture, the company is developing luxury trains in Uzbekistan, Egypt, and the United Arab Emirates. Notably, the company acquired Golden Eagle Luxury Trains in September 2025 to strengthen its global position.
The priority list for the train is currently open for reservations. As the project moves toward its 2026 debut, the team remains focused on delivering the experience. Ultimately, the Dream of the Desert project aligns with the goals of Saudi Vision 2030 to develop culturally rooted travel.
