Saudi Arabia has ranked first globally in the Digital Readiness Index 2025, released by the International Telecommunication Union (ITU), scoring 94 points out of 100 in the “very high” category. The kingdom climbed from fourth place and 90 points in the previous year, advancing ahead of 193 other nations assessed in the index.

Finland and Germany followed in second and third place with 93 points each, while the United Kingdom secured fourth position with 92 points. Norway ranked fifth with 91 points, and France placed sixth with 90 points. The digital readiness index measures national preparedness for digital systems by evaluating telecommunications policies, technology frameworks, and governance structures across 117 indicators distributed across 9 primary dimensions.

The achievement reflects accelerated development in building an advanced digital system based on mature regulatory policies, effective governance frameworks, and high institutional capabilities. This advancement supports digital economy competitiveness and drives economic and social growth while aligning with the kingdom’s objectives for transition to the smart age.

The ranking reflects national efforts in developing regulatory and legislative frameworks, strengthening cybersecurity capabilities, and enhancing institutional efficiency.

Government and Institutional Coordination

The achievement resulted from coordinated efforts across multiple government and regulatory entities. The Ministry of Finance, Ministry of Commerce, Ministry of Media, Ministry of Health, Ministry of Education, Ministry of Economy and Planning, and Ministry of Environment, Water and Agriculture all contributed to the index performance.

Additional supporting institutions included the Communications and Information Technology Commission, Digital Government Authority, Saudi Central Bank, Saudi Data and Artificial Intelligence Authority, and National Cybersecurity Authority. Partner organizations such as the General Authority for Media Regulation, General Transport Authority, Saudi Water Authority, Saudi Electricity Regulatory Authority, General Competition Authority, National Competitiveness Center, and Consumer Protection Association also played roles in achieving the ranking.
