A new World Bank report has highlighted the role of Saudi Arabia in building an integrated data infrastructure and supporting data exchange across government bodies. Published under the title The Promise of Artificial Intelligence as part of the World Development Report 2026, the study reviews the Kingdom’s experience as a practical model for digital infrastructure development.
Key Findings in the World Bank Report
The study specifically examined the work of the Saudi Data and Artificial Intelligence Authority (SDAIA) in facilitating secure connectivity among public entities. According to the document, the Kingdom established a structured framework that enables data sharing without requiring departments to transfer raw records outside their home environments.
Government Data Integration via SDAIA
Specifically, the operational model led by SDAIA enables data integration across more than 60 government entities while keeping information securely within their original systems. As a result, this mechanism supports organized and protected inter-agency data exchange without creating centralized security liabilities.
Meanwhile, the initiative aligns with the national strategy guided by Saudi Vision 2030 to construct an economy driven by computing, innovation, and secure data networks. Consequently, public administration workflows have achieved higher levels of coordination.
Global Standing in Private Investment
In addition to public infrastructure, the publication analyzed the position of the Kingdom within the broader technology sector. The World Bank report placed Saudi Arabia among the top 10 countries worldwide for private investment in artificial intelligence.
Furthermore, the assessment highlighted the Kingdom’s expanding capacity to attract capital into advanced computational sectors. This private sector engagement reinforces the national goal of fostering technological competitiveness across emerging industries.
Inflow of Specialized Technical Talent
Regarding human capital, the findings indicated that in 2025, Saudi Arabia ranked among the global economies with the highest net inflows of specialized personnel per 10,000 LinkedIn members. In addition, the nation recorded a net inflow score of 3.08 among elite specialists in the sector during the same year.
The release of the study coincides with the formal designation of 2026 as the Year of Artificial Intelligence in Saudi Arabia. This designation reflects the ongoing national commitment to advancing technical capabilities and supporting long-term economic development.
