Apple has announced major adjustments to its EU App Store fees to resolve ongoing disputes with the European Commission under the Digital Markets Act. The company replaced its per-install Core Technology Fee with a flat 5% commission on digital transactions for software distributed outside its official marketplace or across the web.
According to reporting by TechCrunch, the revision addresses regulatory concerns regarding the complexity and fairness of previous terms. European regulators previously issued a €500 million fine to Apple for noncompliance, prompting these updated commercial terms for the region.
Revisions to EU App Store Fees Structure
Under the updated EU App Store fees framework, Apple lowered standard in-app purchase commissions from 30% to 26%. Most developers will continue to qualify for a reduced 15% rate through specific programs, such as the Small Business Program and auto-renewing subscriptions after their first year.
In addition, developers utilizing alternative payment processors will pay a 20% commission, which drops to 10% for participants in special discount programs. Developers must commit to their chosen payment configuration for a 12-month period before making further adjustments in apps.
Loosened Requirements for Alternative Marketplaces
The updated rules significantly lower the barrier of entry for third-party marketplace operators. Previously, Apple mandated that operators either prove substantial financial backing or show two years in the Developer Program alongside 1 million annual installs in the EU.
The company now accepts alternative demonstrations of financial stability on mobile devices. Developers can present audited financial statements, public company status, or qualifying venture capital funding to establish competing app marketplaces.
Safety Restrictions and Age Verification
Apple maintained specific limitations regarding external purchase links to safeguard younger users. External links remain strictly prohibited within the Kids category. Furthermore, users under 18 years old must obtain explicit parental consent before finishing transactions outside the primary marketplace.
