FCC satellite broadband rules have been updated by the Federal Communications Commission (FCC), which approved new rules designed to unlock a seven-fold capacity boost for satellite broadband services. The unanimous vote by the FCC’s three commissioners ends a regulatory framework dating back to the late 1990s that limited the amount of energy satellite systems could transmit to and from ground equipment.

The FCC’s report and order replaces the Equivalent Power Flux Density (EPFD) framework with performance-based GSO protection criteria. This approach considers improved spectrum sharing possibilities in modern satellite technologies, including adaptive coding and modulation. The new framework eliminates mandatory EPFD caps in favor of voluntary, private coordination agreements between NGSO and GSO operators.

Economic Impact and Capacity Gains

The FCC estimated the change could deliver more than $2 billion in economic benefits and up to seven times more usable capacity. Notably, this capacity increase could occur without launching a single additional satellite, according to FCC projections.

FCC Chair Brendan Carr noted that Americans will see significant upgrades to high-speed satellite services. He highlighted that satellite-based services could now compete against traditional service providers under the new guidelines, with wireless carriers competing for in-home subscribers and cable companies pursuing wireless customers.

Path to New FCC Satellite Broadband Rules

The ruling culminates a lobbying effort led primarily by SpaceX, which argued that EPFD limits were artificially restricting Starlink speeds. The FCC granted SpaceX a partial EPFD waiver for its second-generation satellites in January 2026. Amazon’s LEO satellite service, formerly called Amazon Kuiper, received a similar waiver in February.

David Goldman, VP for satellite policy at SpaceX, responded to the FCC’s decision on social media, stating that the rule change for next-generation satellite systems will benefit those who need connectivity most.

Competitive Implications for Broadband Market

Starlink has demonstrated effectiveness in providing broadband services to remote and rural areas. The new regulatory approach expands competitive dynamics in the broader broadband market, where multiple technologies now vie for subscribers.

Carr emphasized that the FCC decision will help intensify market competition while strengthening the country’s technological position. The shift from prescriptive EPFD limits to performance-based criteria reflects a modernization of satellite regulation aligned with current technological capabilities and industry practices.
