The draft Global AI Hub Law is currently under review in Saudi Arabia following a public consultation with the Communications, Space and Technology Commission. According to Suhail Hasanain, Senior Director and General Manager for Middle East and Africa at NetApp, the draft law introduces multiple hub models. These models allow foreign governments and technology providers to host and manage data on Saudi soil under clearly defined bilateral arrangements. However, ultimate oversight remains with Saudi authorities, particularly regarding national security and critical infrastructure.

Hasanain stated that much of the discussion around the framework has focused on legal interpretation rather than operational execution. Specifically, running a data environment where multiple legal jurisdictions coexist within the same infrastructure presents significant technical challenges.
