Enterprise Deployments in Saudi Arabia
The Saudi Water Authority uses Huawei Cloud to operate an Operational Technology platform aligned with National Cybersecurity Authority regulations. The deployment integrates data analytics, water digital twins, and predictive tools to support real-time monitoring and proactive utility management across national water networks.
In the logistics sector, SMSA Express uses the cloud system to manage route optimization, dynamic resource allocation, and business intelligence. These tools improve resource allocation precision and supply chain visibility across shipping networks.

Capabilities of Agentic AI Infrastructure
The Agentic AI infrastructure foundation introduces unified general and artificial intelligence compute scheduling, continuous learning models, and varied compute formats. Localized AI NPU cards handle real-time inference tasks within Saudi Arabia, while local servers manage model fine-tuning on proprietary enterprise data. Organizations requiring model pre-training can access larger cloud compute clusters.
Huawei Cloud also deployed Agentic MaaS, which functions as a token generation and billing engine. The platform provides access to large models, including GLM and DeepSeek, through application programming interfaces compatible with OpenAI and Anthropic standards.
Data Sovereignty with Localized Hybrid Cloud
For entities with strict data privacy guidelines, Huawei Cloud Stack provides an on-premises hybrid cloud setup. This deployment ensures sensitive workloads remain within local compliance boundaries.
In addition, the company highlighted openJiuwen, an open-source development platform for autonomous agents. The system utilizes JiuwenSwarm for multi-agent coordination and has recorded more than 25,000 stars across GitHub and GitCode.
Business Continuity and Disaster Recovery
To maintain operational continuity, the cloud architecture operates through a 3AZ region in Riyadh under a Class C license from the Communications, Space and Technology Commission. The facility connects to a global network of 34 regions and 102 availability zones, supporting data durability up to twelve-nines.
A Saudi university has deployed a dedicated disaster recovery setup on this system to maintain digital educational services. Furthermore, Huawei signed strategic agreements with technology firms Unifonic and Master Works during LEAP 2026 to expand local cloud deployments.
