French hardware company Pasqal and Saudi investment firm Eleven Ventures have established a commercial quantum computing venture named Pasqal Arabia. The joint business plans to install and operate neutral-atom systems directly within the Kingdom of Saudi Arabia, according to reporting by Quantum Zeitgeist.
Expanding regional computational power
The initiative intends to provide organizations across the Middle East with direct access to sovereign processing infrastructure. In addition, the systems will handle complex computational problems in data simulation, scientific research, and artificial intelligence applications.
Pasqal, which began operations in 2019, employs around 300 staff members. Specifically, the firm works with more than 25 commercial clients globally, including Saudi Aramco and LG Electronics.
Leadership of the quantum computing venture
Prince Abdulaziz Bin Turki Bin Talal, the founder of Eleven Ventures, will serve as Chairman of the Board of Pasqal Arabia. He noted that advanced processing technology stands at a major development point, comparable to machine learning several years ago.

Building domestic technical expertise
A core objective of the joint enterprise involves developing specialized talent inside Saudi Arabia. Consequently, local engineers and researchers will build technical skills locally rather than relying on computational infrastructure hosted abroad.
This strategy directly supports national technology objectives under Saudi Vision 2030. Meanwhile, commercial hardware installations will expand local capabilities in the economy and technology sectors.
International cooperation in advanced systems
The announcement coincided with an official Saudi state visit to France on August 24, 2026. During the visit, Saudi officials inspected Pasqal production facilities and headquarters to evaluate neutral-atom hardware in computers development.
Chief Executive Officer of Pasqal Dr. Wasiq Bokhari stated that the Kingdom has acted quickly to establish sovereign computational capabilities. As a result, this quantum computing venture is structured to meet regional requirements for high-performance systems in the coming years.
