ELSEWEDY ELECTRIC PSP announced a major milestone for the Rabigh 1 Expansion Power Plant following the signing of the Energy Conversion Agreement between Saudi Electricity Company and Saudi Power Procurement Company. The agreement marks a significant step in Saudi Arabia’s energy transition strategy.
The Rabigh 1 Expansion is a 1,200 MW Combined Cycle Gas Turbine power plant located approximately 135 km north of Jeddah in the city of Rabigh. The facility features carbon capture readiness, aligning with the Kingdom’s emissions reduction roadmap.
Project Scope and Technical Specifications
ELSEWEDY ELECTRIC PSP, in consortium with Siemens Energy, is executing the project under a turnkey EPC framework for Saudi Electricity Company. The consortium will deliver a combined cycle power plant incorporating a multi-shaft configuration built around three SGT6-5000F gas turbines from Siemens Energy.
Each gas turbine is paired with an SGen6-1000A air-cooled generator and supported by three heat recovery steam generators and one Siemens Energy steam turbine generator. The scope includes complete engineering, procurement, construction, installation, commissioning, and performance validation of the entire plant.
Financial Framework and Energy Supply
The Energy Conversion Agreement is valued at approximately SAR 5.33 billion (USD 1.4 billion). The agreement provides a 25-year framework for energy purchase starting from commercial operation, ensuring stable electricity supply to the Western Province.
The project is expected to serve the equivalent of approximately 500,000 residential units annually. This capacity supports the Kingdom’s growing industrial, urban, and economic development needs.
Technical Integration and Plant Systems
The project scope encompasses all balance of plant systems, electrical infrastructure, instrumentation and control systems, and civil and marine works. The consortium will leverage combined cycle expertise and digital-enabled control and monitoring solutions to deliver a high-availability power plant.
The facility is engineered to meet guaranteed output, efficiency, and emissions targets while maximizing operational flexibility and reliability. The design incorporates fast-response capabilities and future readiness for carbon capture integration.
