Sovereign AI infrastructure development took a significant step forward on April 10, 2026, when Rebellions, SK Telecom (SKT), and Arm announced a three-way collaboration to build AI inference infrastructure for sovereign AI and telecommunications-focused data centers.

The three companies plan to develop an AI server that combines the Arm AGI CPU, the first data center CPU designed by Arm, with Rebellions’ AI chips. The system will be validated inside SKT’s AI data center before any expansion into global markets.

What the Collaboration Covers

The Arm AGI CPU, built on Arm Neoverse CSS V3, will be paired with Rebellions’ RebelCard accelerator to form high-performance server infrastructure. Beyond hardware, the partners will co-develop a full software stack, including firmware, and deploy the solutions in SKT’s live data center environments. The goal is to verify performance and stability for sovereign AI models and telco-specific large-scale data processing workloads.

The partners also plan to evaluate running SKT’s proprietary foundation model, A.X K1, on these servers. Following technical validation, the companies intend to explore broader commercial deployment opportunities across global telecommunications companies and public sector organizations that require independent AI infrastructure.

Sovereign AI Infrastructure: The Market Opportunity

The alliance targets the growing demand in the AI inference market, with a particular focus on Asia. Rebellions said it intends to supply customized, stability-tested solutions to telecom operators and government bodies that need to own and control their AI systems rather than simply access third-party services.

Rebellions is backed by Aramco, Arm, Samsung, SK Hynix, SK Telecom, KT, Mirae Asset Group, and Kindred Ventures. The company is headquartered in South Korea with operations in the United States.

The Rebellions RebelCard is a module-type card built around the company’s Rebel 100 AI semiconductor, formerly known as Rebel-Quad. It integrates four NPU chiplets with fifth-generation High Bandwidth Memory (HBM3E).
