Saudi Arabia secured first place globally in the ICT Development Index according to the latest sector sustainability report, according to Saudi Gazette. The assessment was published in the fifth edition of the 2026 Sustainability Report in the Communications, Space and Technology Sector.
The Communications, Space and Technology Commission (CST) issued the report in partnership with the International Telecommunication Union (ITU) and the Ministry of Communications and Information Technology. The publication was released under the official theme “A Sustainable Present for an Empowered Future.”
Leadership in the ICT Development Index
The top position in the ICT Development Index reflects the Kingdom’s structured efforts to expand advanced digital infrastructure and technological integration across the country. In addition, the achievement highlights ongoing collaborative work across government and private entities in the local telecommunications sector.
Furthermore, the evaluation within the ICT Development Index aligns directly with broader national economic development goals. Multiple public and private organizations contributed directly to these measured performance outcomes through targeted technical investments and sector initiatives.
Regulatory Frameworks and International Cooperation
The report details Riyadh hosting the Global Symposium for Regulators (GSR-25) under the theme “Regulation for Sustainable Digital Development.” This major international gathering produced the “Riyadh Outcomes for Innovative Regulation” to help guide future international digital governance and policy frameworks.
Saudi Arabia also joined the board of the Digital Regulation Network to support international digital standards. In addition, CST launched a comprehensive global guide for developing electronic waste policies to support circular economy principles and responsible resource management.
Space Sustainability and Environmental Initiatives
The Kingdom introduced an Earth observation platform alongside the “Shams” satellite to monitor space weather patterns. These projects aim to support environmental monitoring, data collection, and broader space sustainability programs across the region.
Meanwhile, the CST led targeted initiatives focused on digital waste management and regulatory capacity building. These efforts are designed to minimize the environmental footprint of modern technology operations while fostering sustainable industrial practices.
National Sustainability Success Stories
The report outlines 14 national success stories spanning environmental, economic, and social sustainability dimensions. These initiatives involved more than 25 public and private entities operating across various technical fields and specialized domains.
These projects deployed advanced solutions, including artificial intelligence and satellite-based Earth observation, to address national development challenges. The CST emphasized that upcoming sector roadmaps will continue supporting the United Nations Sustainable Development Goals through cross-sector innovation and international partnership.
