Saudi Arabia has secured the top global position in the 2026 ICT Development Index (IDI), marking a significant milestone in its telecommunications development. The index, published by the International Telecommunication Union (ITU), evaluates digital progress across 159 countries. This ranking reflects the country’s ongoing efforts to build a strong digital infrastructure.

According to the Communications, Space and Technology Commission (CST), this achievement stems from sustained investments in digital infrastructure and regulatory frameworks. These initiatives have expanded the national digital economy, according to a report by CairoScene. The commission stated that government support has been vital in strengthening the technology sector.

Global Recognition for Telecommunications Development

By the end of 2025, the Saudi technology and communications market reached a valuation of SAR 199 billion. The sector recorded an average annual growth rate of 8% over the preceding five-year period. Consequently, the Kingdom now hosts the largest and fastest-growing technology market in the Middle East and North Africa. This growth has established a strong foundation for telecommunications development, positioning the country as a regional hub.

Connectivity and Speed Metrics

The CST reported that both internet penetration and mobile phone usage have reached 100% among the population. Meanwhile, the country has established high-speed connectivity standards across its networks. Specifically, median fixed broadband speeds reached 151 Mbps, while median mobile internet speeds reached 216 Mbps. These metrics demonstrate the widespread availability of high-speed internet services.

Infrastructure and Regulatory Support

The regulatory environment created by the CST has supported the rapid deployment of advanced network technologies. Government support has also played a key role in maintaining these infrastructure standards. The regulatory framework has been a key driver of telecommunications development, enabling rapid deployment of new services. As a result, local businesses and consumers benefit from reliable digital services.

Future Economic Outlook

The expansion of the digital infrastructure aligns with broader economic goals to diversify the national economy. Continued investments are expected to maintain the Kingdom’s leadership in regional technology markets. This progress establishes a foundation for future digital services and enterprise solutions. The CST continues to monitor these developments to ensure sustained growth.
