CEER and Salam have signed a five-year framework agreement valued at SAR 22.5 million (approximately USD 6 million) to establish digital infrastructure for electric vehicle operations. The announcement took place in Riyadh during the LEAP 2026 conference, where Etihad Salam Telecom Company participated as a strategic sponsor.

Scope of the Network Infrastructure

Under the terms of the contract, Salam will supply high-capacity Internet and Dense Wavelength Division Multiplexing (DWDM) fiber connectivity. These network services will connect the facilities of CEER National Automotive Company across multiple operational stages, including design, development, manufacturing, and vehicle distribution.

The telecommunications provider is deploying this infrastructure under its B2B 2.0 corporate program. This operational initiative focuses on delivering integrated cloud, 5G, cybersecurity, and managed network services to major enterprise entities in Saudi Arabia.

Strategic Value of the CEER and Salam Partnership

Executive leaders from both organizations noted that stable communication lines are essential for modern vehicle assembly lines and supply chains. Johnny Saldanha, Chief Procurement and Supply Chain Officer at CEER, addressed the operational requirements of the project.

In addition, the agreement between CEER and Salam supports national manufacturing targets by using local telecommunications infrastructure.

National Industrial and Economic Goals

CEER operates as Saudi Arabia’s first electric vehicle brand and original equipment manufacturer. The business represents a key component of the industrial diversification objectives outlined in Saudi Vision 2030, which aims to expand the non-oil economy.

Projections indicate that the electric vehicle manufacturer will contribute USD 8 billion directly to Saudi Arabia’s gross domestic product by 2034. Furthermore, the enterprise is projected to add USD 21 billion to the trade balance and generate thousands of specialized jobs in the automotive sector.

Corporate Background and Manufacturing Plans

Established as a joint venture between the Public Investment Fund (PIF) and Hon Hai Precision Industry Co. (Foxconn), CEER designs sedans and sports utility vehicles for regional markets. Foxconn develops the vehicle electrical architecture, while BMW licenses component technologies for the production process.

Meanwhile, Salam continues to operate regional fixed and mobile networks established in 2005. The company maintains enterprise telecom services, data centers, and managed infrastructure across Saudi Arabia.
