The Digital Government Authority (DGA) launched the Digital Transformation Index 2026 on April 15, 2026, to support government entities in improving digital performance and service quality. The initiative aims to enhance user experience and strengthen Saudi Arabia’s position in international rankings.
DGA Governor Ahmed Alsuwaiyan said the Digital Transformation Index 2026 has evolved from a compliance tool into a platform that enables entities to develop capabilities and deliver measurable improvements. He added that the efforts align with the objectives of Saudi Vision 2030 and focus on evaluating impact and quality of outcomes.
Updated Framework and Methodology
The 2026 cycle builds on ongoing efforts to refine methodology, including updates to the Digital Transformation Basic Standards in line with international best practices. Alsuwaiyan said the updated framework includes 89 criteria, compared to 95 in 2025, reflecting a more focused approach to measurement.
The DGA introduced the Website and Digital Content Efficiency Index as a sub-indicator to improve content quality and management. This addition aims to reduce indicator duplication and enhance the efficiency of digital content management across government platforms.
Participation and Previous Results
The 2026 cycle began with a remote workshop attended by more than 2,800 specialists representing 249 government entities. The workshop covered measurement methodology, updates to the standards document, and the timeline for the cycle.
The previous cycle saw participation from 240 entities, with an overall score of 88.30%. Additionally, 26 entities reached the “innovation” level, reflecting the maturity and continued development of the government digital ecosystem.
Strategic Alignment with Vision 2030
The Digital Transformation Index 2026 supports the Kingdom’s broader digital transformation goals. The measurement framework now emphasizes impact and quality of outcomes rather than compliance alone, positioning government entities to deliver measurable improvements in service delivery.
Alsuwaiyan emphasized that the current phase requires measurement focused on impact and output quality. The updated standards were developed in collaboration with experts and specialists, incorporating international best practices to improve government performance efficiency and accelerate the pace of digital transformation across the Kingdom.
