The TAWAL Huawei partnership expanded significantly on September 7, 2026, with the signing of a dedicated Indoor Building Solutions (IBS) agreement at LEAP 2026 in Riyadh. Both companies formalized this deal to accelerate the deployment of high-capacity indoor telecom networks across Saudi Arabia. The initiative addresses surging data traffic in commercial complexes, office towers, and urban developments.
Aligning with National Regulatory Standards
Indoor environments in Saudi Arabia represent key zones for mobile network traffic and digital service access. To structure indoor network deployment, the Communications, Space & Technology Commission (CST) issued the “Regulations for Establishing and Providing Telecommunications Services in Real Estate.” This regulatory framework establishes precise requirements for IBS network rollouts across various commercial and residential properties in the Kingdom.
Under the new regulatory environment, the collaboration targets mega, small, and medium indoor installations. Both organizations will design and implement telecom systems compliant with national digital economic objectives. This alignment supports broader telecommunications goals across commercial infrastructure.
Technical Architecture and Deployment Scope
The agreement combines Huawei’s LampSite digital indoor product line with TAWAL’s domestic tower and infrastructure management experience. Specifically, the technical roadmap standardizes 5G 4T4R configurations alongside all-fiber network architecture to support high user density.
Furthermore, the cooperation spans the entire project lifecycle, including initial market analysis, bidding processes, architectural solution guidance, and final project delivery. By establishing a shared resource framework, both entities plan to increase deployment speed for modern mobile devices connecting in crowded indoor facilities.
Executive Perspectives on the TAWAL Huawei Partnership
Leadership from both organizations underscored the practical value of the joint undertaking during the signing event at LEAP 2026.
“This collaboration reflects the continued partnership between TAWAL and Huawei and our shared commitment to advancing digital infrastructure in Saudi Arabia. By working together to enhance the quality and reliability of indoor connectivity, we aim to support the Kingdom’s ongoing digital transformation and the growing connectivity needs of businesses, communities, and digital services.”
Mohammed Al Hakbani, CEO of TAWAL
“Huawei highly value the strategic IBS partnership established between both parties over the last two years. This Joint IBS Partnership Agreement to Deepen Cooperation drives both entities to embark on a new journey, further cementing our strategic relationship.”
Trevor Liu, CEO of Saudi Huawei
Trevor Liu noted that Huawei’s dedicated IBS research and development team will assist TAWAL in developing technical solutions for the domestic market.
Operational Impact on Saudi Digital Infrastructure
The signing ceremony was attended by the Chief Operating Officer of TAWAL and Dr. Philip Song, President of Huawei’s global IBS product line. Consequently, the commercial framework created by the TAWAL Huawei partnership will facilitate rapid installation of connected infrastructure supporting the local economy and business sector. Both organizations will proceed immediately with joint bidding and technical field execution across priority urban sites.
