Huawei public services received a major push at MWC Barcelona 2026, where Huawei’s Government Digitalization Business Unit held the Global AI-Powered Public Services Summit on March 7, 2026. Government clients and partners from multiple countries gathered to discuss public service development trends and share experiences in AI-driven transformation.

Huawei Public Services Global Solution Unveiled

Saeed Xia, President of Huawei Global Public Services BU, formally launched the Global Public Services Solution at the summit. He noted that a global development gap and a digital divide continue to persist, creating challenges such as limited service accessibility, low user satisfaction, and poor service experiences. The solution adopts an architecture built on “one digital foundation + one intelligent platform + N sector applications.” It delivers high-quality, scenario-based public services through service element coordination, capability integration, and process simplification.

Furthermore, the solution operates on a dual data-and-business model. It enables convenient, high-quality data services that support innovation and builds an intelligent system featuring “conversation-to-process” capabilities, smart decision-making, and efficient processing.

Shenzhen Longgang Demonstration Site Goes Live

During the event, Huawei and the Longgang Government Service Center in Shenzhen jointly launched the Shenzhen Longgang AI-Powered Public Services Global Demonstration Site. The project draws on best practices developed by the Longgang District government and presents an integrated operational model connecting four administrative levels: district, street, community, and headquarters.

The AI-powered approach produced measurable results. An intelligent customer service system, supported by large language models (LLMs), integrated hotlines, service windows, and self-service resources into a multi-channel synergy framework. This achieved a hotline connection rate of 98%. Moreover, in the area of AI-powered smart verification, the integrated approval center raised intelligent review accuracy to above 95%.

Global Voices on Digital Government

Jason Slater, Head of Artificial Intelligence and Digital Transformation at the United Nations Industrial Development Organization (UNIDO), stated: “AI+ is driving public services forward. Building an effective digital government is not just about deploying technology — it also requires creating a comprehensive, citizen-focused, and interoperable system.”

Carlos Eduardo Rodrigo Prado, Executive Director of AGETIC, presented Bolivia’s e-government achievements and outlined a vision for a new era of digital government and smart services. He noted that Bolivia is accelerating its digital transformation under the vision “From Bolivia to the World and From the World to Bolivia,” put forward by President Rodrigo Paz. Bilgin Semiz, Global Sales Director at Nextcloud, also described how Nextcloud built a secure, standards-compliant enterprise collaboration platform on Huawei Cloud.

Global Public Service Ecosystem Alliance Launched

Huawei led the launch of the Global Public Service Ecosystem Alliance at the close of the summit. The alliance aims to pool industry resources to accelerate the application and deployment of AI-powered public services. Partners attending the launch included iSSTech, Linewell, Seeyon, Digihail, Nextcloud, SAINS, Nexconn, and others.

Huawei stated it will use the alliance as a platform for close collaboration with global partners to explore opportunities in the digital economy era for public services. The company described this space as a “blue ocean” of untapped potential in artificial intelligence-driven governance.
