The Saudi Data and Artificial Intelligence Authority (SDAIA) is advancing the digital transformation of the Makkah Route Initiative at Istanbul Airport through an integrated, data-driven system and streamlined procedures. Pilgrims complete procedures in their country of departure through a unified digital pathway that includes data verification, biometric collection, and electronic issuance of Hajj permits.
The system enhances efficiency and reduces waiting times by linking participating entities within a unified digital environment. SDAIA develops and operates the technical systems that enable information accuracy, streamlined processes, and instant decision-making across all participating agencies.
Technical Integration and Smart Services
Technical integration enables smart services, most notably baggage coding and electronic linking of luggage to pilgrims’ accommodations. This allows direct transfer of baggage without the need for collection upon arrival, representing a practical application of data and artificial intelligence in serving pilgrims through high-quality services.
The Makkah Route Initiative operates through collaboration between the Ministry of Interior and multiple government entities. Partners include the ministries of foreign affairs, health, Hajj and Umrah, and media, alongside the General Authority of Civil Aviation (GACA), the Zakat, Tax and Customs Authority (ZATCA), the General Authority for Awqaf (GAA), the Pilgrim Experience Program, and the General Directorate of Passports.
Eight Years of Operations and Impact
Since its launch in 1438 AH (2017), the Makkah Route Initiative has served 1,254,994 pilgrims. The initiative operates in its eighth year with integration support from digital partner stc Group, connecting all government systems through a unified digital framework.
Digital Transformation for Pilgrims
The unified digital pathway streamlines the entire pilgrim processing experience from departure country through arrival in Saudi Arabia. By moving biometric collection and permit issuance to the departure airport, the system eliminates redundant procedures and accelerates processing times significantly.
The initiative reflects Saudi Arabia’s broader commitment to digital transformation in public services. Through coordinated technical infrastructure and real-time data sharing, the system ensures accurate information flow across all participating entities while maintaining security and efficiency standards.
