The newly established Nokia R&D center in Riyadh has officially opened to create software that automates and optimizes communications infrastructure. Nokia announced on September 2, 2026, that the facility will design network automation and orchestration tools for regional and international service providers. Furthermore, the development hub directly supports national initiatives under Saudi Vision 2030 to build technological capabilities within Saudi Arabia.
Focus areas of the new Nokia R&D center
The engineering teams at the facility will concentrate on several core operational technologies. Specifically, the site focuses on Service Management and Orchestration (SMO), Self-Organizing Networks (SON), Autopilot systems, and rApps. These tools enable telecommunications networks to self-configure, repair faults autonomously, optimize performance, and lower energy usage.
In addition, the facility will produce exported software products carrying the Made in Saudi mark. Consequently, innovations designed by software engineers in Riyadh will reach telecommunications operators and enterprise clients globally.
Alignment with digital transformation goals
The center expands on an agreement reached earlier in 2026 between Nokia President and Chief Executive Officer Justin Hotard and the Minister of Communications and Information Technology of Saudi Arabia. The project reflects government plans to advance research capabilities and build a knowledge-based digital economy.

Beyond product design, the site offers structured training programs, boot camps, and professional certifications for local engineers. These educational initiatives aim to prepare Saudi specialists in software engineering and artificial intelligence applications.
As a result, the investment creates technical roles in engineering and research to support domestic workforce development goals. Local professionals will gain direct experience in advanced network automation methods.
Strategic role in global infrastructure
Officials highlighted that developing localized network software serves both domestic infrastructure needs and international export strategies. The project integrates local research with Nokia’s global connectivity portfolio.
