The artificial intelligence and logistics agreement between Tencent Cloud TruKKer marks a strategic operational transition across the Middle East. Under the partnership announced in Riyadh, digital freight network TruKKer will migrate its entire platform infrastructure to the Tencent Cloud Saudi Arabia region. TruKKer will also adopt CodeBuddy, an AI-powered coding tool developed by Tencent, to update its DevOps workflows and software development cycles.

Announced prior to the LEAP 2026 conference in Riyadh, the partnership establishes local cloud hosting for TruKKer across Saudi Arabia and the EMEA region. TruKKer operates the largest digital freight network in the MENA region, serving enterprise shippers and carriers across international trade corridors. By moving to regional data centers, the platform aims to manage real-time fleet visibility, competitive pricing systems, and reliable freight capacity.

Cloud Market Growth in Saudi Arabia
This operational move aligns with a rapid expansion in the regional economy and technology sectors. In Saudi Arabia, 45.2% of internet users actively use artificial intelligence tools across consumer and public service platforms. Furthermore, 33.1% of Saudi enterprises have integrated AI technologies into daily operations, marking a 20% increase year-on-year.
Meanwhile, the national cloud computing market holds an estimated valuation of $5.5 billion in 2026. Industry projections show that value climbing to $11.47 billion by 2031. This expansion provides opportunities for enterprise cloud operators expanding regional availability zones.
Launch of the Hy3 AI Model
In August 2026, Tencent expanded international access to Tencent Hy3, its Mixture-of-experts (MoE) model featuring a hybrid fast-and-slow thinking architecture. Released under the commercially permissive Apache 2.0 open-source license, Hy3 provides advanced reasoning tools to regional developers and enterprises. Since its rollout, the model has handled 68 times more API calls than its previous-generation architecture.
Developers can access the Hy3 model through WorkBuddy, the Tencent Design Miora creative studio, and the TokenHub Model-as-a-Service platform. Consequently, companies utilizing modern apps can integrate diverse foundation models through a unified gateway.
Tencent Cloud Infrastructure Footprint
Tencent Cloud initially established its Saudi Arabia cloud region in 2025 with two availability zones and a $150 million investment commitment. Earlier in 2026, the company secured a Class C License from the Communications, Space and Technology Commission (CST), the top certification tier for cloud providers in Saudi Arabia. Today, the global Tencent Cloud network covers 68 availability zones across 24 operational regions worldwide, supported by 3,200 acceleration nodes.
