Adobe AI tools will become accessible to more than 27 million citizens and residents across Saudi Arabia following an expanded strategic partnership announced during the LEAP 2026 conference in Riyadh. The initiative involves the Ministry of Communications and Information Technology along with HUMAIN, an enterprise owned by the Public Investment Fund, with total commercial commitments exceeding $4 billion, according to جريدة البلاد السعودية.

Access to Adobe AI Tools Across Saudi Arabia

Under the agreement, eligible individuals aged 13 and older will receive 12 months of free access to Adobe Firefly Standard models and Adobe Express Premium features by the end of 2026. This deployment gives designers, students, and businesses direct entry to artificial intelligence generation capabilities and pre-built design templates.

The agreement also covers the development of a dedicated image generation model built jointly by HUMAIN and Adobe. Developed on the Adobe Firefly Foundry architecture, the model is configured around Saudi cultural elements and visual heritage, allowing users to create images using Arabic text prompts.

Arabic Language Support and Creative Models

Adobe confirmed the rollout of Modern Standard Arabic support and right-to-left text alignment across Adobe Express for desktop, web, and iOS platforms. The update includes localized typography controls, text editing, user interface layouts, and curated templates tailored to Saudi audiences.

Support for Startups and Digital Skills

The collaboration extends to the kingdom’s startup sector through local incubators. Starting in early 2027, Adobe will offer selected Adobe AI tools along with technical training for early-stage companies and participants registered with the Center for Digital Entrepreneurship (CODE) and The Garage.

In addition, Adobe and the Future Skills initiative under the Ministry of Communications and Information Technology plan to provide free practical courses through the Adobe Digital Academy. These educational tracks focus on developing skills across digital design, marketing, and generative computing to support participation in the wider digital economy.

Strategic Roadmap and Implementation

This initiative builds on the bilateral framework established between Adobe and HUMAIN during the Saudi-US Investment Forum in November 2025. By integrating local data into foundational models and distributing creative applications at scale, the program aims to broaden practical technology adoption nationwide through 2026 and 2027.
