Saudi Arabia has secured the top position in the Middle East and North Africa for its digital government services for the fourth consecutive year. According to a report by Saudi Gazette, the Digital Government Authority (DGA) announced the results of the 2025 Global E-Government Maturity Index (GEMS). This index is issued by the United Nations Economic and Social Commission for Western Asia (ESCWA).
Leading Regional Digital Government Services
The Kingdom achieved a total score of 99 percent in the regional assessment. This evaluation measures 17 countries based on 100 government services provided through official portals and applications. Consequently, the high score reflects the ongoing development of the national economy and public sector efficiency.

Alsuwaiyan stated that the achievement demonstrates the advanced position of the country in adopting emerging technologies. Specifically, the integration of artificial intelligence helps establish the country as a global benchmark for business efficiency.
Key Performance Indicators and Scores
In addition to the overall ranking, the Kingdom achieved perfect scores of 100 percent in two sub-indicators. These indicators include service availability and development, alongside public access to services. Meanwhile, the country recorded 99 percent in the service usage and user satisfaction indicator.
These metrics highlight the reliability of the national infrastructure. Furthermore, the authority continues to focus on strengthening cybersecurity and digital trust to ensure secure access to all digital government services.
Impact on Healthcare and Customs
The digital transformation has directly impacted multiple sectors, including public health. In health technology, digital services have enabled beneficiaries to complete many procedures electronically. As a result, patients experience more efficient access to medical services across the country.
Similarly, digital solutions have accelerated customs clearance procedures and improved transaction efficiency. The integration of big data and advanced technologies allows government entities to deliver proactive services. Riyadh Selected as Global Headquarters
The 2025 GEMS index also assessed 197 cities worldwide to evaluate their digital maturity. Following this assessment, Riyadh was selected as the headquarters of the Global Digital Government Center. This center is established in partnership with the United Nations to support global initiatives.
This selection highlights the capital’s growing role in international technology collaboration. By hosting the center, the Kingdom will share its expertise in developing digital government services with other nations.
