Engineer Ahmed bin Muhammad Al-Suwaian, Governor of the Digital Government Authority, stated that the digital transformation index functions as an enabler platform supporting government agencies in developing their capabilities and delivering measurable improvements in service quality. The current phase requires measurement focused on impact and output quality.
Updated Measurement Methodology
The 2026 cycle represents a continuation of ongoing improvements to the measurement methodology. The updated standards document was developed collaboratively with experts and specialists to align with international best practices and accelerate government performance improvements. This refinement contributes to raising the efficiency of government services and speeding up digital transformation efforts across agencies.
The Authority has adopted a new Digital Content Efficiency Indicator as a sub-index within the 2026 measurement. This addition reduces indicator duplication and raises the quality of government digital content while improving content management efficiency across platforms.
Launch and Participation Details
The 2026 index cycle was launched today through a remote workshop attended by over 2,800 specialists representing 249 government entities. The workshop included a review of the measurement methodology, updates to the standards document, and the timeline for the measurement cycle.
Digital Transformation Index 2026 Metrics
The updated standards document contains 89 criteria compared to 95 in the previous 2025 cycle. The 2025 measurement involved 240 government entities and achieved an overall index score of 88.30 percent. Furthermore, 26 entities reached the innovation stage in their results, reflecting the maturity of the government digital system and its continued development, contributing to Saudi Arabia’s standing in international indices.
